Can’t be tight scalenus muscles. Start stretching the scalenus see if that helps you

i mean what is the right position for my arms on my chest or on the pillow or on my stomach
i tried so many postures if i do sleep on my side or back where should be my arms
Sleep on your back or your side with either a pillow under the knees or between the knees. Make sure your head is level on the pillow with your spine
Also put your tongue on the roof of your mouth just behind your front teeth. It engages the deep strap muscles.
